Laurel Hill Center partners with Human Services Commission, City of Eugene, City of Springfield and Lane County.

Laurel Hill Center, a non-profit organization, is pleased to announce the opening of the waiting list for both the Laurel Grove and Laurel Court Apartments. Both apartment complexes provide safe and affordable quality housing to adults with severe and persistent mental illnesses. These Independent Living Complexes offer one-bedroom apartments at subsidized rental rates and are funded through the U.S. Department of Housing and Urban Development. They are operated with the supported housing philosophy that most people can live independently if they have the opportunity to develop the skills and supports they need. Outreach Counselors will be available to provide on-site community-based skills training to increase a tenant’s ability to live successfully and independently. Services are not required if the person demonstrates the skills necessary to maintain an apartment.

Laurel Grove Apartments are located at 1880 Cleveland Street in Eugene and Laurel Court Apartments are located at 3420 Jacobs Lane. Eligible applicants may apply for one or both of the apartment sites. Initial screening applications will be accepted July 1, 2023-July 31, 2023.

To be eligible to live at either of these apartment sites, the applicant must meet certain criteria, including:

  • 18 years of age or older
  • Not require 24 hour supervision
  • Enrolled in the Oregon Health Plan
  • Within income limits established by HUD (very low income).

A Mental Health professional will need to determine that the applicant:

  • Has a severe and persistent mental illness as defined by the State Office of Mental Health Services
  • Does not have a primary alcohol or drug abuse problem, or has been in remission for two years
  • Has at least minimal independent living skills and willingness to establish independent living goals.

Applicants will be placed on a waiting list until apartments become available. As apartments become available, preference will be given to people who are currently receiving Laurel Hill Center’s outreach services (for 4 months or longer) who are not living in subsidized housing. Other preference will be given to people who are living in substandard housing or homeless, who are paying more than 50 percent of personal income toward rent, who are living in a more restrictive setting than needed (for example, in group home or foster care), who are involuntarily displaced (for example, in shelter or safe housing), and staying with friends or relatives without their own housing.

All applications MUST BE SIGNED by the prospective tenant.

It is the applicant’s responsibility to keep application information current by notifying us of changes in status (e.g., change of address and phone number, or eligibility).  Failure to do so may result in the applicant being removed from the waiting list.

Applications are only accepted from July 1st-July 31st.
